- Ah, that is the problem... In Ukraine officialy all settlements are divided into 3 types: місто (russian город), селище міського типу (russian посёлок городского типа) and сіло (russian село). And there is a problem with translation of this terms into Eglish.
- Сіло can be translated unambiguously - only as "village".
- Ukranian місто is usually translated as "city", but sometimes as "town" (because some little місто's have a population about 5,000 - 10,000 inhabitants).
- But the main problem is селище міського типу. Verbatim it is "urban-type settlement" (селище = settlement, міського типу = urban-type). There is no any tradition of translation of this term into English. There are a plenty of variants: "town", "settlement", "urban-type settlement", "urban-type locality". IMHO, "town" is the best one.

- The reason is very simple - Ukrainian is the only one official language on the whole territory of Ukraine.
- That is why we write for example Zelenodolsk and Naberezhnye Chelny istead of Yäşel Üzän and Yar Çallı in spite of the fact that Tatarstan has Tatar-speaking majority.

- Because, as you can see here Sevastopol and here uk:Севастополь, Ukrainian name for Sevatopol is Севастополь (as well as Simferopol - uk:Сімферополь, Melitopol - Meлітополь, etc.)
