The template seems large, yet I've run across dozens of templates of equal or greater size which fit well on pages. As long as this one has a collapsible option (and when placing this or any template on pages I took and take care to choose the appropriate option not to give an article the undue weight of the template) it seems fine to allow its full size to exist on many pages as well. The subject, amongst United States topics, may rank quite near the top, so allowing a fully exposed template which shows readers and students the full range of Jefferson's life and influence on not only American society, but on societies across the globe, seems appropriate. If Jefferson's face can be spread across a mountain, a mountain which millions of people come to see, then a full and hopefully near-complete template may not bother many. If this were a large template for {{Jimmy Carter}}, I'd agree that the size was excessive for some pages where it hasn't been uncollapsed. Yet a template mapping the life and legacy of Thomas Jefferson, arguably a different kind of animal, shown expanded on pages of subjects dealing mainly with Jefferson or with his primary deeds, has its place (especially as a bottom template, where size matters less than a side-template).
