Hawaii Constitutional Amendment 2

I'm not sure how Hawaii Constitutional Amendment 2 should be noted, given that the enactment of Hawaii Senate Bill 1 has effectively reversed the ban that went into effect in 1998. As such, I've created a footnote in the template briefly stating that it was originally a ban that was later reversed by legislative action, and explicitly directed readers to the footnote.
