anchorencode to urlencode

Tweak

- Changes: cleanup, use {middot} as separator.
- One could consider reducing protection into TE, but I don't oversee substitution usage.

- Note: Requested lowering of protection level and cleaned up sandbox template some more. Got rid of some bits and used an actual middot instead of calling a template to do it and decreased template depth and size. Converted to Lua
