Nihar Sen Roy Nihar Sen Roy, Ph.D (born Nihar Gopal Sen Roy, 29 December 1938- )[1] was born at Sirajganj, district Pabna, now in Bangladesh. He is the former Director General of Meteorology, India Meteorological Department (October 1992- December 1997) and the former Vice-President, World Meteorological Organisation (1993-1998).[2]
