Oregon election result maps

When I finally figure out how to use all the programs I need, have all the resources I need, and when I get around to it, I plan on making various election results maps for the state of Oregon showing by-the-county results. Perhaps I will make maps for each candidate in each given election as well.

I am seeking to learn the nature of the Secretary of State's copyright on the Oregon Blue Book. Success! Below is the email exchange.

I never got a response to this email.
This version contains a misleading statement because I didn't fully understand Wikipedia's image use policy. I learned later that the license of copyrighted images must allow commercial reuse and derivative works. I'm writing a new email explaining this, and it'll be sent soon.

I am inquiring about the copyright status of all the editions of the Oregon Blue Book. Does the state of Oregon claim copyright over any portions of any editions? Are any editions in the public domain, whether due to the date of publication or due to any other cause? Does any specific statute codify the state's claim to copyright, and the extent of this claim?

I wish to scan the congressional district maps published in the Oregon Blue Book (like the one in the latest edition, page 219) and publish them on Wikipedia. This is an online encyclopedia that is owned by the Wikimedia Foundation, a non-profit organization. The use of these maps, or any other material published on Wikipedia, whether or not it is copyrighted, is non-commercial. Use of copyrighted material on Wikipedia is subject to the principle of fair use, codified by the federal government's Copyright Act of 1976, and specifically 17 U.S.C. § 107. If this material is in the public domain, it can be published instead on the Wikimedia Commons, an online repository of works exclusively in the public domain which all Wikimedia Foundation projects, including Wikipedia, draw from for their own content.

Abstract: This paper documents a recent sound change in Klamath of *ss > s which took place sometime between the late 1800s and the mid 1900s. A phonetic basis for this sound change is proposed, based on the intrinsic duration of short sibilants. This sound change not only explains the absence of geminate sibilants in modern Klamath but also the lack of derived distributive forms which, historically, differed only from nondistributives in the presence of a geminate sibilant.
