Maj General Fazli Raziq was born on June 4th 1927 at Mardan, Pakistan. His father ,Pir Fazli Khaliq , a Civil servant had 6 children ,the eldest being Major General Fazli Raziq, Lt General Fazle -e- Haq, Hamdam Sultan, Pir Fazli Hussain, Pir Fazli Rehman and Sardar Begum.

He was commissioned on August 25th 1946. He was Company Commander at 91 Field Company Royal Pakistan Engineers from 12-8-1949 to 18-5-1950 and at 2 Field Company Engineers from 17-7-1951 to 16-12-1955. He was the Garrison Engineer, Bahawalpur from 16-12-1955 to 4-5-1956. He was Instructor at Command and Staff College , Quetta from 27-6-1956 to 1-1-1957 and at School of Infantry and Tactics, Quetta from 1-1-1957 to 19-3-1957. From 19-3-1957 to 5-1-1958 , he was Chief Instructor and Commander Training Battalion at Engineers Center.From 5-1-1958 to 30-12-1960 , he was Instructor at Command and Staff College , Quetta . He was Commanding Officer at 15 Division Engineer Battalion from 31-12-1960 to 1-10-1962 and Commanding Officer at 7 Engineers Battalion from 1-10-1962 to 18-12-1964. He was General Staff at Military Operation Directorate , GHQ from 20-3-1964 to 19-8-1965. From 22-10-1966 to 9-10-1967 , he was Director Works and Civil Engineering ( Navy ) at Directorate of Works and Civil Engineering ,Navy Karachi. He was Commander Corps of Engineers at Engineers 1 Corps from 12-10-1967 to 3-6-1969. He was Director General of Frontier Works Organization ( FWO) from 21-6-1969 to 14-2-1972. He was Director , Engineers at Engineer in Chief Branch GHQ from 14-2-1972 to 22-3-1972. He was Brigade Commander 111 Brigade, Rawalpindi from 1-4-1972 to 13-12-1972.

He raised 19 Division at Mangla as GOC from 13-12-1972 to 1-6-1976 becoming the 1st General from the Corps of Engineers to raise and Command an Infantry Division. He was the Chairman WAPDA from 1-7-1976 to 3-6-1978.

He was awarded Tamgha -i-Jang for 1965 war and another Tamgha-i-Jang for 1971 war. He died on 9th May 1999, survived by his wife Rauf Sultana and his 7 children, Maj Shafqat Hayat Raziq, Shahnaz Iftikhar, Farhat Younis, Nishat Arif, Salma Masood, Fazli Qadir and Fazli Hameed.
