PROFILE Samheng Boros is a Secretary of State at the Cambodian Ministry of Social Affairs, Veterans and Youth Rehabilitation (MoSVY). He is a Vice Chairman of the Executive Committee of the National Social Protection Council with the responsibility to design policies, action plans and regulations for Cambodia’s social protection development including a focus on good governance on a national and sub national level in order to implement the social protection programs with effective results and to ensure a productive coordination of the nation’s social security and social assistance programs.

With nearly 20 years of experience in the field of social work in accordance with government policy, H.E. Boros and his teams have designed many programs which provide support to poor families and other vulnerable groups in the community including access to the social service system in order to improve their livelihoods and to maximize the poverty alleviation impacts and efforts being made in Cambodia.

H.E.Boros has been involved in ensuring the rights of people with disabilities and the development of inter-country adoption laws and has supported the Ministry of Social Affairs, Veterans and Youth Rehabilitation efforts to manage and provide ongoing support to the elderly, people with disabilities, orphans, trafficking victims, poor families and other vulnerable groups in the broader community.

Prior to his current position H.E. Boros was chair of the National Social Security Fund for Civil Servant Board (NSSFC) and the National Fund for Veterans Board (NFV) which manages and provides the social security fund for retired civil servants and veterans. H.E. Boros supervised the implementation of the NSSFC and NFV including technical management and social security fund development. As the board chairman, he and his team managed the design and developed appropriate strategies for promoting the living standards of over 100,000 retirees and their families.

H.E. Boros is also a permanent member of the Central Committee of the Union of Youth Federations of Cambodia and is the vice chair of the Union of Youth Federations of Cambodia – Phnom Penh Office. In this capacity H.E. Boros has motivated and led young people to participate as volunteers in many social work programs. H.E. Boros is also one of the founders of the internationally recognized major event; “Angkor Sangkrantra” which showcases Cambodian culture and Cambodian traditions with this annual event now attracting over 1 million national and international tourists who join this event on the occasion of Khmer New Year in Siem Reap with the event having a significant positive impact on Siem Reaps local economy.

H.E. Boros is also a Deputy General of the Permanent Committee of the Cambodian Veterans Association which supports vulnerable veterans by providing housing and social land concessions. As the Deputy General, he is actively involved in improving the livelihood of veterans and protecting them from becoming poor and vulnerable.

H.E. Boros graduated with a Master in Business Management from Charles Sturt University, Australia.
