I imagine, but have not checked, that there is an article about the event, whcih may be notable. Kosta Kecmanović
editKosta Kecmanović was a serbian student responsible for the Vladislav Ribnikar Model Elementary School school shooting in the Vračar municipality of Belgrade, Serbia. He opened fire on students and staff, resulting in the deaths of ten individuals, including nine students and a security guard. Six others, five students and a teacher, also sustained injuries. Due to him being under the age of 14, which falls below Serbia's age of criminal responsibility, the shooter could not face legal charges. The shooter's father legally owned the firearms used in the school shooting.
Biography
editKosta Kecmanović was born in Belgrade, Serbia on July 30 2009. Very little is known about Kecmanović's past, except that he was probably bullied and had suffered from some mental illness that justified his actions. Later at the age of 13, Kosta was identified by police as the alleged shooter in a massacre at a school in Belgrade, Serbia. According to Serbian legal provisions, the boy is considered criminally irresponsible because he has not reached the age of 14. Nine children and a security guard were killed and six other people were injured, including a teacher. According to Belgrade's police chief, the teenager planned the attack for a month. The boy's father was detained on suspicion of aggravated threat to public safety. At the time of the shooting, the students hid under their chairs and when everything stopped, Kosta called the police. According to Mail Online, mass shootings in the country are extremely rare, the last one happened in 2013 with a veteran of the Balkan war.
