Ruth Mariano Hernandez is a Philippine statesman who serves as the Representative for Laguna's 2nd Congressional District. The district includes the City of Cabuyao, and Municipalities of Los Banos and Bay.[1]

Early years and education

Ruth Mariano Hernandez, better known as Ruth, was born on May 16, 1974 in Quezon city. She is the eldest daughter of Ronilo Calip Mariano, former  supervisor in Coca-cola Bottlers Philippines Incorporated and Fe Bayani Mariano. She finished her elementary and high school in Colegio de San Juan de Letran in Calamba, Laguna and college in University of the Philippines Los Baños taking up Bachelor of Science in Biology (Major in Cell Biology) in 1994.

Personal life

Ruth married Laguna Governor Ramil Hernandez in 2001. The two are both public servants and met during their terms as former City Councilors in Calamba, Laguna. They are blessed with two children namely Natasha and Natalie.

Political career

Mariano-Hernandez attempted to enter the world of politics when she ran for Barangay Councilor in 1994 but failed to win. She then continued her childhood dream to become a Doctor and in that same year, she took up Medicine in De La Salle University College of Medicine – Dasmarinas, Cavite. Year 1995 when she once again ran as a Municipal Councilor in Calamba, Laguna which was still a town during that time. She continued her political career as a councilor from 1995 to 2004 and with another term from 2007 to 2016. In 2016, she decided to extend her public service as the Board Member of the 2nd district of Laguna including City of Cabuyao, and Municipalities of Los Banos and Bay where she held the title of Senior Board Member of the provincial government due to the highest votes garnered in the 2016 election.

Running as an independent candidate in the May 13, 2019 election, Ruth Mariano-Hernandez won a total of 76,652 votes over fellow independent candidates Efraim Genuino, Isidro “Jun” Hemedes, Jr., and Jaime Caringal. Also defeated were Tirso Laviña of PDSP and Rosauro Revilla of DPP. Currently, she serves as the Congresswoman of the second district of the province of Laguna. From 2019 up to present, Mariano-Hernandez is serving as the Vice Chairperson of the House Committee on Health. In the same year up to now, she is also serving as the Vice Chairperson of the House Committee on Southern Tagalog Development.

Ruth Mariano Hernandez is the principal author of bills including Republic Act RA11511 enacted on 2020-12-23 or an act establishing the malasakit program and institutionalizing the delivery of medical and financial assistance under the malasakit centers in public hospitals to complement the implementation of republic act no. 11223, otherwise known as the "universal health care act" and appropriating funds therefor, Republic Act RA11466 enacted on 2020-01-08 or an act modifying the salary schedule for civilian government personnel and authorizing the grant of additional benefits, and for other purposes, Republic Act RA11509 enacted on 2020-12-23 or an act establishing a medical scholarship and return service program for deserving students, and appropriating funds therefor, Republic Act RA11511 enacted on 2020-12-23 or an act strengthening the implementation of the national organic agriculture program, amending for the purpose republic act 10068, or the organic agriculture act of 2010 and Republic Act RA11480 enacted on 2020-07-17 or an act amending section 3 of republic act no. 7797, otherwise known as " an act to lengthen the school calendar from two hundred (200) days to not more than two hundred twenty (220) class days"
