edit- == Different flags for the Hà Đông province ==
The reason why I added different flags for the Hà Đông province province is because the imperial degree covered the territory of the Nguyễn Dynasty while the French decree covered the French protectorate. While the Hà Đông province of both is administratively identical, the Nguyễn Dynasty and the French protectorates of Annam and Tonkin were nominally politically distinct entities. On paper, two (2) distinct administrations existed in the Hà Đông province, the Nguyễn Dynasty mandarinate and the French colonial residency. In reality, these administrations largely overlapped and didn't work separately from each other. Hanoi is different because it was a fully French city with no Nguyễn Dynasty governance.
