Introduction
Welcome! I've created this page for volunteers who wish to assist in the enforcement of the community ban of User:Panairjdde (aka User:Kwame Nkrumah). The goal of this effort is to make it so labor-intensive for Panairjdde to evade his ban that he gives up and goes away, thus allowing everyone to resume improving Wikipedia in peace. With a large enough corps of volunteers, I believe this is achievable.
Modus operandi
Panairjdde's main articles of interest pertain to football (soccer) (national team pages in particular), ancient Roman history, Classics, Mythology, and Roman Catholicism, though (like most editors) he occasionally ventures into other topics.
Since his ban, he has become more conservative about using his socks to make large-scale content edits. Many of his current edits are legitimate formatting tweaks and other minor changes which do not raise flags.
Editorial conflicts are what smoke him out of hiding. He will almost never discuss changes with other editors. When one of his changes (e.g., removing "A.D." from a date or altering the formatting of a football team template) provokes a revert or other adverse response, he will begin edit warring, using multiple socks to create an illusion of consensus in an attempt to bait other editors into bogus 3RR violations, which he promptly reports. He is familiar with many Wikipedia policies/guidelines (something else which gives him away, e.g., when he's using a sock with only 12 edits to its name) and will attempt to wield that knowledge to intimidate other editors, especially inexperienced editors who don't realize that he's banned.
Panairjdde edits from Italy and is probably Italian. His English is excellent, but it's not his native tongue. As a result, he uses a very distinctively idiosyncratic prose on edit summaries and talk pages. After you've spotted a few of his more talkative socks, you can also use this to identify him.
Problems with enforcement
Panairjdde's ban hasn't been very effective at keeping him off Wikipedia. Several of his socks have allowed him to edit for weeks at a time. The administrator corps is too scattered and overworked to enforce the ban by themselves. That's where we come in.
When Panairjdde's socks are detected and/or blocked, he routinely creates new ones, often within minutes. Blocks by IP address are usually effective for no more than 48-72 hours, and sometimes less; it's possible that he calls his ISP and requests a different IP (it is more likely that his ISP IPs dynamically, which can easily be reset, --Palffy). An IP range block is not workable because he edits from a /16 subnet; blocking him would block thousands of other potential editors who use his ISP.
If a documented pattern of ban evasion goes on long enough, Wikimedia may pursue other remedies with his ISP. Efforts such as these are instrumental in creating a trail of documentation.
What we can do
Revert, revert, revert. There is no need to explain, give an edit summary or to consider the merits of any individual Panairjdde edit. This is official policy:
Any edits made in defiance of a ban may be reverted to enforce the ban, regardless of the merits of the edits themselves. As the banned user is not authorized to make those edits, there is no need to discuss them prior to reversion. Users are generally expected to refrain from reinstating any edits made by banned users. Users that nonetheless reinstate such edits take responsibility for their content by so doing.
Report any obvious socks (and most of Panairjdde's socks have been pretty darned obvious, so far) to WP:RFCU under code F (evasion of community bans/blocks). Supporting evidence is under "Evidence & documentation," below. Tag the sock with the following template, pending the RFCU outcome:

If the sock is active and editing, expect him to revert the tag. If he persists, notify administrators at WP:AIV. Explain that the account is a sock of a permanently banned user and link the discussion provided below. Mention the pending case at WP:RFCU. I've had some luck getting temporary blocks put in place while the RFCU is pending.
Notify project members about new sock sightings
At some point during or after an encounter with Panairjdde, please post a report (which only needs to be a sentence or two) on the talk page. Make sure to include the latest sock name (even if it's been blocked) so that we can see which articles he's currently haunting.

At some point I'd like to investigate creating a template (or even a template generator) that lets us quickly and easily submit properly-formatted reports to WP:RFCU, WP:AIV, and WP:SSP.

This next link is needed to support category F on WP:RFCU. CheckUser admins will delay the processing of the request if you file a code F request without linking to the ban discussion.
It's from December 2006; this was the conversation where several admins decided that he'd run out of "second chances" and approved a permanent ban.
