In recent decades some western democracies have made limited use of long-term detention without charge. Canada, for instance, issued five Minister's Certificates. A Minister's Certificate allowed the Government to hold individuals, without laying charges, based on certain kinds of secret allegations. The five men held under Canadian Minister's Certifcates were all non-Canadian Muslims, resident in Canada. It is acknowledged that the secret allegations against the five men included allegations from American counter-terrorism analysts. The extent to which the allegations arose from US allegations is unknown.
In 2007 the Supreme Court of Canada struck down extrajudicial detention under a Minister's Certificate.
