In Wikipedia talk:Navigation templates I raised the issue of when navigation templates should be collapsed. [1] The answer was (1) when the template is so long it overwhelms the article; (2) when there was a prior discussion and the contributors working on an article or series of articles agreed those articles should have the default over-ridden.
