Explanation

Russia is trying to nationalize Novatek, a continuation of the move to nationalize Gazprom in 2000. In order to do so, a selection of shareholders of Novatek are required to be liquidated as well as their heirs in order to prevent them from trying to claim inheritance (similar to why Nicholas II's entire family had to go). How or why is Novatek not requiring roubles in exchange for gas? Either Russia is allowing them to do business as they please or they are rebelling against the government's mandate.
