Professor Dr Jacqueline Baxter is Professor of Public Policy and Management at the Open University Business School. She is based in the Department of Public Leadership and Social Enterprise and is Director of the Centre For Research and Innovation in Online Business and Legal Education. Her reserach examines how leaders craft and execute their strategic plans, and how the process affects their professional identities; how trust and accountablity can improve learning outcomes in education systems; how teaching identities are formed and evolve as individuals make sense of their organisations and work.
