SECURITY COUNCIL

Assuming it can investigate any dispute or situation that may arise,

at risk of maintaining international peace and security, and that, in the current context of the situation

between India and Pakistan, such an investigation is a matter of urgency. Accept the following

decision:

[A] The Security Council Commission is hereby established, consisting of representatives of i

have the right to choose his or her co-workers.

[B] The Commission will move to that location as soon as possible. It will operate under the authority

of the Security Council and in accordance with the guidelines I may obtain from them. Will save file for

[C] The Commission is invested in two functions;

(1) to investigate the facts in accordance with Article 34 of the Charter of the United Nations;

which may have been smooth sailing, to make the directions given to them by the security services

Council; and to report the extent to which the advice and directions, if any, of the Security Council, are at a distance done.

[D] The Commission shall perform the functions set out in subsection:

(1) in the case of Jammu and Kashmir State described in the letter

1948, and in a letter from the Foreign Minister of Pakistan addressed to

Secretary-General, dated 15 January 1948; and

(2) in respect of other circumstances set out in a letter from the Minister of Foreign Affairs

[E] The Commission will make its decision with a majority of votes. It will determine its own procedure. It

assigns its members, other members, assistants, and employees as employees

it may need to be fulfilled to achieve its purpose and reach its conclusions.

[F] The Commission, its members, other members, their assistants, and their staff, shall be

they have the right to travel, separately or collectively, wherever the requirements of their profession may require, and, e

especially in those areas which are the venues for the Security Council

arrested.

[G] The Secretary-General shall provide the Commission with such personnel and such assistance

which I saw fit.

The Security Council voted in favor of the Resolution on 20-1-1948 with the following results:

In favour: Argentina, Belgium, Canada, China, Colombia, France, Syria, U.K., and the U.S.A.

Against: None

Abstaining: Ukrainian S.S.R. and U.S.S.R.
