To receive unemployment benefits in Iceland, one must submit an application to the Directorate of Labour (Vinnumálastofnun) and meet a specific criteria set forth by the department.[1] Icelandic employment rates have traditionally been higher than every other OECD country. In the most recent financial quarter, 85.8 percent of the Icelandic working-age population were employed, with only 2.8 percent of the population unemployed.[2] This high rate of employment is attributed to the adoption of the Ghent system
