Beijing Low-End Population, in some reports Beijing Low-End Labor Force[1][2] usually refers to people living in Beijing with low incomes, low education, and working in industry [3] or "small businesses and small stores absorbing of floating population". The term "low-end population" appears many times in documents of the Beijing Municipal People's Government and is also widely used by the media and scholars[4][5][6][7][8]. However, it has caused controversy due to alleged discrimination against the poor. controversy[9].
