The Community Radio Fund of Canada (CRFC)
editThe Community Radio Fund of Canada (CRFC) is a Canadian not-for-profit organization founded in 2007 that provides funding to commercial community and campus radio stations and projects. [1] [2] The CRFC supports over 175 licensed campus and community radio stations across Canada to help ensure that Canadian communities have access to local and public radio. [1] [3] Membership is open to all community and campus broadcasting stations in Canada that have a valid license under Public Notices CRTC 2000-12, 2000-13, or 2010-499; however, stations do not need to be members to be eligible to receive funding. [4] The fund was seeded by a $1.4 million funding commitment from Astral Media, and the fund supports musical artists, local news, and community access programs.[5] Two
Mission and Vision
editThe CRFC’s mission is to build and improve campus and community radio for all Canadians through collaborations and funding programs. CRFC’s vision for campus and community radio is a radio sector that is accessible; sustainable; reflects the diversity of all Canadians; contributes to Canada’s social, cultural, and economic development; promotes volunteerism; and leads to the creation of locally produced programming in urban, rural, and remote areas of Canada. [6] The CRFC is primarily focused on funding particular projects for community and campus radio [6].
Funding
editThe organization receives most of its funding from tangible benefits paid in the form of the transfer of ownership of commercial stations in addition to commitments made in applications for new stations.[6] Only commercial radio stations making in excess of $1.25 million are required to contribute to the CRFC, which is 15% of their basic annual CCD (canadian content development) contribution.[2] The Canadian Radio-Television Telecommunications Commission (CRTC) encourages the CRFC and community radio stations to diversify sources of funding to help reduce their financial burden.[2]
Program Priorities
editThe CRFC provides funding for radio stations under four priority areas:[7]
- Local Community News and Access
- producing local news programs, training news production staff, and supporting minority programming.
- Community Music and Expression
- supporting station outreach, acquisition, and archiving music (especially those in underrepresented genres); recording and distributing local artists.
- Emerging Distribution Technologies
- training staff in new digital technologies, researching distribution techniques, and supporting station technology and connectivity.
- Sustainability and Capacity Building
- support in areas like governance, management, and volunteer support; assisting national community radio assocaitions to support local stations, and supporting stations in rural areas underserviced by other media.

edit- Alliance des radios communautaires (ARC du Canada), which was founded in 1991, represents 29 community radio stations nationally serving French and Acadian-speaking communities.
- The Association des radiodiffuseurs communautaires du Quebec (ARCQ) was founded in 1979 as a provincial organization representing 35 radio stations within Quebec. ARC is a founding member of the CRFC.
- The National Campus and Community Radio Association/Associatoin nationale des radios etudiantes et communautaires was founded in 1981 and represents more than 80 campus and community radio stations. The organization serves mainly English-speaking communities but also serves a variety of multicultural communities across Canada.
