- My English is bad. I hope you understand what I say. My speaking includes two part. One is what is happening, one is what we want.

- The Chinese Wikipedia becomes non-free. Many people including I cannot be in a community site having no freedom or being despotism. In this 10 years, many people leave from Chinese Wikipedia.
- Nowadays, many active Chinese Wikipedians deem the ruleset absolute right, deem admins not make any mistakes, say admins who make mistakes had been recall though "democracy". Many active Chinese Wikipedians only tell people with rules, not tell people with 道理 (argument, rationale, logic), or only tell people with that the ruleset is right and why the ruleset is right. Many and many rules are made from zh:Wikipedia:互助客栈/方针 (Chinese version of Wikipedia:Village_pump_(policy)), but rules are difficult to be changed. The ruleset is like a stone. Many rules are copied from en.wikipedia, but that rules often will become more powerful and constraining by following en.wikipedia, and are difficult to be changed to other direction. The changes are difficult to be made and the voices opposite to the change made by admins are not been welcome. After one side winning, opposite voices usually are not admitted into the proposal. "All or nothing" is normal.
- There is many quantification, qualification and eligibility. The zh:Wikipedia:維基榮譽與獎勵 is Chinese version of Wikipedia:Service_awards but not same "level" as Wikipedia:Service_awards. It is more and more formal and official. It is bound to the 體制 (system, structure, institution) of Chinese Wikipedia. All things are standardized and regularized. It has 2 major categories, 維基榮譽 (wiki-honors) and 維基獎勵 (wiki-awards), each has 2 minor categories. 維基榮譽 consists of 榮譽 (維基參與榮譽) and 創作獎. 榮譽 consist of 新人榮譽, 進階榮譽 and 高級榮譽, total 3 stages. 新人榮譽 consists of 2 titles as 2 levels. 進階榮譽 and 高級榮譽 each consists of 3 titles as 3 levels that each consists of 3 additional category markups. 維基見習編輯 (wiki assistant editor) and 維基助理編輯 (wiki associate editor) are titles in 進階榮譽 stage. The eligibilities of 高級榮譽 include getting of 維基獎勵. The eligibilities to award someone 維基參與榮譽 require possessing 維基助理編輯 or above qualifications. Before copying of establishing "autocomfirmed users" user access level from en.wikipedia, the threshold of voting was the achieving of 維基見習編輯. Nowadays, the threshold of voting was the membership of "autocmirmed users" group, but the eligibility of automatically becoming autocomfirmed user is equal to that of 維基見習編輯, i.e. 7 days and 50 edits. (Votings in election of roles of permission system have more constraints.) A Wikipedian eligible to the titles of 維基參與榮譽 can be awarded automatically by other Wikipdians possesing eligible titles, but they usually want to apply the titles themselves. Besides the titles of 維基榮譽, a 維基排行榜 will also be established. It is a wiki ranking of editors of top 3 edits in each month, each years and total. 創作獎 is a level system of 新條目推薦. 新條目推薦 is Chinese version of Recent_additions, but it is election of new articles. It has very clear quantified numerical standard. If the new article which pass the election has no clear single main producer or the main producer is not a registered user, it will not be counted as any wiki-honors or wiki-awards. Five new articles pass, one level is up. The 維基創作獎 is awarded by admins. Nowadays, highest level is level 62. There are other level systems. One is 動員令. It is Chinese version of Danny's_contest. It has clear quantification numerical standard, marking scheme and detail scoreboards. Its quality part depends on featured articles, good articles and 新條目推薦 (all another clear quantification numerical systems). It is a mixed system. It has different titles which each template shows the parameter of getting how many times of that title. 動員令 literally means "mobilization order". The titles come from ancient Chinese military. In 9th 動員令, File:Uncle_Wikipe-tan.svg is used for promotion. The picture mocks the Uncle Sam poster and the slogan on it is "I WANT YOU TO SHOW MORE WIKILOVE". Nowadays, 動員令 is 11th. Another one level system is 維基香港創作獎 (literally means "wiki Hong Kong creation prize") is split to 維基香港內容獎 and 維基香港圖像獎 as two level systems in 2007. Each is 積分制度 (score system, rewards program, loyalty program). For every 10 points, one gets 1 level up. Nowadays, highest level of 維基香港內容獎 is 21st level and that of 維基香港圖像獎 is 105th level. 維基香港創作獎 is one of the only two award projects that is not whole-level formal and official wiki honour. Another one of that is 維基ACG專題創作獎 which is copied from 維基香港創作獎. No other more non-official or non-formal wiki-honour/wiki-award activities exists. 維基獎勵 (wiki-awards) is a task system / achievement system. It consists of 維基專項獎 and 特別貢獻獎 as 2 major categories. 維基專項獎 (wiki particular prizes) has 11 fields nowadays. Each has 2 titles as 2 levels. First level is 專家 (professional). Second level is 大師 (master). Full title is like 維基攝影專家 (wiki photo professional), 維基編輯專家 (wiki edit professional), 維基內容大師 (wiki content master), 維基翻譯大師 (wiki translation master) etc. 特別貢獻獎 (special contribution prizes) is also called 維基特別獎 (wiki special prizes). It has 9 different prizes nowadays. Getting prizes (專項獎 and 特別獎) is though a election which is a very clear detail process consisting of nominating, voting and awarding. 專項獎 are periodical prizes which are awarded every 3 months. The awarding of 特別獎 is in irregularly period or in special event. Although one field of 專項獎 has no necessary nomination thresholds and rest of that has no written nomination thresholds, those clear quantified titles and levels qualification are always used as indexes. Many Chinese Wikipedians change their attitude and requirement to a Wikipedian according to his quantified titles, levels and permission roles qualification.
- Chinese Wikipedians very stress on contributions. Some Chinese Wikipedians dispute whether (successful) making deletion of article is considered as contribution. Short articles are not been welcome. 新條目推薦 and 維基動員令 is written to not accept articles shorter than 3000 bytes. (criteria and standard are translate to 標準 in Chinese.) The 標準 of Good articles is written to not accept shorter than 6 KB. Articles often are be nominated for deletion only because of stub. 新條目推薦 is written to not accept extending shorter than 2000 bytes. Most of still active Chinese Wikipedians targets to contributions, i.e. 新條目推薦, good articles, featured articles, 維基榮譽, 維基獎勵, editcounts, etc., not improvement of Wikipedian itself, not to mention free knowledge.
- Everything is voting. Assignment of permissions, removing of permissions, deletion for articles, featured articles, good articles, 新條目推薦, 維基獎勵, etc. even "discussions" in 互助客棧 (Chinese version of village pump), any decisions which can not follow existed detail clear numerical standard is through voting. Those votings/elections have clear detail numerical fixed rules and clear formal fixed processes. The votings of 新條目推薦 often only have support 5 to 7 votes, no other. That all 5 to 7 votes are only template of supporting vote, no any comments at all. In votings of 維基獎勵, it is almost always above 10 support votes, often 15 support votes, and no comments at all. Even if there are comments, they usually are very short comment about 4 Chinese characters, only feelings, not discussion, not supporting evidences, not reasoning. The If I want to involve those matters, I always want to seek the area of 意見 (opinions). That areas usually have few or none of speakings. In any votings/elections, the vote's comments frequently are 同上 (per above), 意見同上 (per above comment), 理由同上 (per above reason),etc. In 頁面存廢討論 (deletion discussion for pages), each of those votings has usually only the vote of submitter and often only the rule what the page is submitted according to, no reasoning, no supporting evidence. If the submitter combines all ballots of many votings into one ballot to cast at bottom, those votings will appear no any votes, no any comments, nothing at all, but those results are deletion. But Chinese Wikipedians also call them discussion and consensus. The deletion policy in zh.wikipedia is not same clear as other votings/elections, because the "Polling is not a substitute for discussion" (投票不能代替討論) slogan is copied to zh.wikipedia, most active Chinese Wikipedians has 麻木 (no feelings, unconcerned, insensitive) at the problems of Chinese Wikiepdia, the discussions of policy often do not go into the process of voting and the votings of solving problems usually are defeated then nothing happens. In "discussions" and votings of proposals, Chinese Wikipedians almost often oppose with reasons which can not be reasoned to problems of proposals. Those reasons include motives of proposer, unknown error non-relating to the problems of goals and ways of proposal, trust of admins, "community consensus". They call result of voting is consensus.

- There are many types of application. Adding new wiki-honors or wiki-awards, having permission roles, removing permission roles all are started by submission of application, not by requests for, not by "diplomacy".
- Active Chinese Wikipedians don't pursue the freedoms of content, only care whether the copyrights of (Chinese) Wikipedia are violated.
- There is a leader in zh.wikipedia saying that because the changing side had not replied to the problems, the topic wastes time of discussion and space of the system. There is Chinese Wikipedian suggesting to voting by admins ("由管理員投票選出"). There is Chinese Wikipedian saying that carrying out policies is unique rational ("唯一的理性") in deletion discussion and saying that consensus replacing the carrying out of policies is populism. There is Chinese Wikipedian saying that the community having more people may be not good result because of more people not obeying rules.
