Generates one row for the Interlang shortcut grid.
14 named params: type, and 13 optional lang params: en de fr es ru it pt nl ca pl sv zh ja. The value for each is a shortcut for a guideline or policy in the Wikipedia namespace for that lang, excluding the namespace prefix. The first seven are fixed columns which always appear, the last seven (pt..ja) are conditional and only appear if given.
