This articles lists the results breakdown by locality of the local council elections held in Malta and Gozo on 8 June 2023. Votes listed on this page are only of the first count voting, together with the final outcome of election, or non-election. The Labour Party won the elections with 268 out of the 462 total seats in councils and 48 out of the 68 mayors. No voting was held in Mdina, which was won by the Nationalists.
Electoral system
editMalta elected 462 local council seats for 68 local councils. These elections are done every five years, using the single transferable vote system. This is important when it comes to interpreting the results tables below.
Number of seats in councils
editThe Act on Local Government, passed in 1993 by a Nationalist government, allocates council seats by total population quantity:[1]
Locality population | Total Councillor seats in Council |
---|---|
< 500 | FIVE (5) |
≥ 5000 but < 10,000 | SEVEN (7) |
≥ 10,000 but < 15,000 | NINE (9) |
≥ 15,000 but < 20,000 | ELEVEN (11) |
≥ 2000+ | THIRTEEN (13) |

Eleven candidates from three parties contested the five-seat Għarb local council. Newly-formed party Għarb First, a split from the Nationalist Party, managed to win two seats out of five[5], with PL taking another two seats and diminishing PN to only one seat. This resulted in no party having overall control on the council. This happened also in Żebbuġ, also in Gozo. Media houses erroneously and consistently reported Għarb First candidates as independent candidates.[6][7] The Nationalist Party lent Għarb First confidence and supply to form a majority, with David Apap (GĦ1) as mayor and Louis Apap (PN) as vice-mayor.

Yes, being this was your first time running for local council, and being 16 years old, you won the majority of votes and should have been also elected as mayor. Yet, according to the Maltese law, one has to be 18 years old to be elected as mayor. How do you feel about this contradiction? That you can run for local council, and the majority have spoken that they believe in you, yet because of your age you cannot be mayor.
