Engr. Otis Oliver Tabugbo Anyaeji, FAEng, FNSE

Early Life Born in Onitsha, Nigeria, on 4th March, 1951, he attended Christ the King College (CKC) Onitsha between 1964 and 1971. Therefore, Engr. Otis Oliver Tabugbo Anyaeji obtained his Bachelor of Science degree in Mechanical Engineering from the University of Nigeria in 1976.

Working Experience Over the past 36 years, Engr. Anyaeji has worked in, Industry, Government, and Consulting. He started his career as a pupil Mechanical Engineer in the Nigerian Railways Corporation, Lagos in August 1976.

Thereafter at the NNPC, he served as NNPC Site Representative on the first Petrochemical projects implemented in Nigeria viz Polypropylene, Carbon Black, & HF – Alkylation Plants Warri, where he supervised the implementation of the site preparation, civil works, and the commencement of erection works (1980 – 1984). While on these projects, he supervised a workforce of over 4500 personnel (comprising NNPC staff, consultants, and contractors on site).

He was the first Nigerian Chief Project Consultant on Ajaokuta Steel Project (US$6bn), 1993 – 1994. Currently, as a consulting Engineer, he employs over 120 Engineers.

Since 2005, he has been Project Director on Telecommunications and Teleprotection Networking linking 90 power stations and transmission substations on the Nigerian power grid. The project is still ongoing. From 2013 – 2015, Engr. Anyaeji directed Frequency Audit of spectrum utilization in the Nigerian telecommunication sector, and thereafter directed the updating of the frequency allocation table in the sector. He has organized a Town Hall Meeting for the review of the outcome of the World Radio Conference of 2012, and has attended preparatory meetings for WRC 2015 in Geneva, Abuja, and Enugu. He participated in the meeting on Digital Cutover in the broadcasting sector held in Nairobi, Kenya in 2014.

In the power sector he facilitated government intervention, from an initially conceived Seven Medium Sized Power Stations in the Niger Delta Area, to an integrated nationwide programme comprising generation (10No. Power Stations), transmission (110No. Transmission Lines/Substations), distribution (1230No. Distribution Lines & Substations), and gas components (15No. Pipelines & Metering Stations). This became NIPP, currently one of the biggest ongoing power projects in the world, at a cost of about US$9bn. Engr. Anyaeji’s firm, O. T. OTIS ENGINEERING (OTIS) has since June 2005 jointly with a German firm, Lahmeyer International been performing as Design & Management Consultants on the NIPP. He functions as Joint Project Director in that joint venture, and acts as Chairman of the Forum of Consultants, Contractors & Manufacturers on the NIPP He is also Chairman of Electric Power Foundation, an NGO for advancement and orderly development of electricity supply industry in Nigeria. Since 2010 his firm (OTIS) has been performing as Project Management Consultant, on the 10MW Wind Farm Power Plant Project in Katsina, and on the preparation of Feasibility Studies on the 50MW Wind Power Project in Igbokoda, Ondo State. OTIS also prepared the Feasibility Studies on Small Hydro Power Plant on the Zobe Dam in Katsina State, Adada Dam in Enugu State, and Ivo Dam in Ebonyi State. He is the Project Director of Nigeria’s first Solar/Wind Hybrid Demonstration Power Plant, Kainji, Niger State.

Professional Life Following the takeover in 2012 by the Nigerian Society of Engineers of Dr. Newton Jibunoh’s Trans Sahara Highway’s Project, Engr. Anyaeji has conceived renewable energy (solar, wind, and supergrid), and telecommunication projects across African deserts.

He authored the National Automotive Policy approved by the Federal Executive Council in 1993. Shortly thereafter, he was appointed Founding Chairman of the National Automotive Council, leading the Council subsequently to obtain government approval of tariff differentials between imported CKD’s and FBU’s to be between 30% - 100%. As the Chairman of the Federal Low Cost Vehicle Committee, he midwifed the establishment of the Centre for Automotive Design & Development (CADD), Zaria (1992). As the Founding Alternate Chairman of CADD, and Chairman of the Governing Board’s Technical Committee, he supervised the design and R & D work of the Centre up to the completion of the CADD Mark 1 model.

Engr. Anyaeji also founded the Institute of Appraisers & Cost Engineers (2003), and Automotive Engineers Institute (2006), both Divisions of the NSE. He served three terms as Secretary General (1989, 1990, 1991), and three terms as Vice President (2011, 2012 & 2013). Presently he is the Deputy President/President-Elect of the Nigerian Society of Engineers (NSE), and Vice President (Anglophone), West African Federation of Engineering Organisations. He is currently promoting the establishment of the Nigerian Institution of Communications Engineers (a Division of the Nigerian Society of Engineers).

Legacies Engr. Anyaeji, in 2014, donated a fully-equipped metrology laboratory to the Federal University Oye-Ekiti (FUOYE), Ekiti State. Subsequently in 2015, Engr. Anyaeji and his wife endowed a Research Chair in the University of Port Harcourt, which in their honour has been christened ‘Nkechi & Otis Anyaeji “Distinguished Professorial Chair” in Engineering Valuation, Engineering Economy and Cost Engineering’. Also in 2015, the Nigerian Society of Engineers Maitama Branch instituted the annual legacy Distinguished Lecture series in honour of Engr. Otis Anyaeji.

His writings and advocacy resulted in Decree No. 46 of 1991 which amended Decree No. 1 of 1990 (CAMA) to give the Engineering profession a seat on the CAC (Section 2), and include “Engineer” in the definition of “Valuer” (Section 137).

Recognitions and Awards THISDAY Newspaper listed him one of NIGERIA’S MOST OUTSTANDING PROFESSIONALS; and GUARDIAN Newspaper recognised him as one of the 30 (thirty) MOST EXCEPTIONAL ALUMNI of the UNIVERSITY OF NIGERIA, in the latter’s 50 (fifty) years of existence. In 2012, TheNews Magazine in a special report recognized him as A MAN OF SUBSTANCE WHO HAS MADE HIS MARK IN THE AREA OF ENGINEERING SERVICES; while The Nation Newspaper listed him as one of 50 DISTINGUISHED PROFESSIONALS IN NATIONAL DEVELOPMENT. Engr. Anyaeji is Fellow of Nigerian Academy of Engineers; Fellow, Nigerian Society of Engineers; Fellow, Nigerian Institution of Mechanical Engineers; Fellow, Automotive Engineers’ Institute; Fellow in Valuation, Institute of Appraisers & Cost Engineers; Fellow in Cost Engineering; Fellow, Solar Energy Society of Nigeria, and Fellow, Institute of Management Consultants. He is a Distinguished Merit Awardee of The Nigerian Society of Engineers, 9-time NSE Presidential Merit Award Winner, Merit Awardee of NSE Branches in Abuja, Warri x2, Kaduna x2, Maitama x2, Ilorin, Ikeja, Asaba, Ibadan, Zaria, Lagos, Apapa, Umuahia, Awka, Owerri, Abakaliki, Nnewi, and Benin.

Married Life Engr. Anyaeji is happily married to Nkechi (nee Chukwuemeka, an Administrator), and they are blessed with four children, Ojay – an Electrical Engineer, Adaobi – an Economist, Chinedu – a Biomedical Engineer, and Chizoba – a Business Administrator.
