editDon’t sink scarce resources into projects that will not have much, if any, impact on strategic success even if they are successful. Balkans are projects that may look great on the surface and may be quite well run but which consume resources and management time that should be spent on strategic issues. British Petroleum in 2006 seemed to become so mesmerized with its environmental crusades that it forgot to pay attention to strategic interests such as its Alaskan pipelines.
