The Memorandum of understanding (MOU) between the government of the Republic of Finland and Headquarters, Supreme Allied Commander Transformation as well as Supreme Headquarters Allied Powers Europe regarding the provision of Host Nation Support for the execution of NATO operations / exercises / similar military activity (Finnish: Yhteisymmärryspöytäkirja Suomen tasavallan hallituksen ja Pohjois-Atlantin liiton transformaatioesikunnan komentajan johtoesikunnan sekä Pohjois-Atlantin liiton operaatioesikunnan välillä isäntämaatuen antamisesta Naton operaatioiden / harjoitusten / vastaavan sotilaallisen toiminnan toteuttamista varten) or simply the Memorandum of Understanding between Finland and NATO is a memorandum of understanding between the state of Finland and the military alliance NATO.

The purpose of the memorandum is to "establish policy and procedures for the establishment of operational sites and the provision of HNS to NATO forces in, or supported from the HN, during NATO military activities." The protocol is intended as a basis for planning. Its practical application will be decided by the parties on a case-by-case basis. The protocol defines the conditions under which Finland, as host country, can provide support, information and protection to the forces.
