PHANTOMS is a [CLASSIFIED] Department or Division within a fictional organisation called "The SCP Foundation". PHANTOMS is shortened, however it's full department name is "PHANTOM OPERATORS". The whole purpose of this department is to protect "The Administrator" with their life. The administrator is the one running the whole Foundation and the founder of it all. PHANTOMS are known by many different names to conceal their true identity. These consist of "The Insurgency", "Seat of Consciousness" and so on. PHANTOM OPERATORS is a sub-division to the departments known as the "Rapid Response Team" and the "Internal Security Department". The clearance required to know the existence of PHANTOM's true identity is above Clearance-5 Status, which is the Director of a Department or the Administrator's Secretary.
