I have some rigorous criteria that I check before I support an RfA.
1. Candidate must be a human being.
I will not support bots, as this kind of thing should be at BRFA.
2. Candidate must know what they are doing.
A less-stringent version of WP:Competency is required.
3. Candidate must be able to assess consensus.
That's it. That's all. They don't need to have a reason for the tools. Just be able to use them.
Wikipedians are a smart bunch. They'll be fine.
