About Michelle
[edit]Michelle Bradley was born in Towson, Maryland on August 15, 1968. In the modern roller derby community, she is known a "Michi-chan". Both inside and outside of roller derby, she also goes by just "Michi". Michelle is a dual citizen of the United States and Ireland.
Michelle was one of the pioneers of the creation of the Low Power FM radio service consulting and advocating with the authors of RM-9208, one of the two petitions for rulemaking that created the service. To this day, Michelle is a noted authority on broadcast advocacy before the Federal Communications Commission especially in support of Noncommercial Educational (NCE) broadcast stations.
Since 1984, Michelle has had various creative outlets starting from operating telephone entertainment lines in the 1980s to her involvement in the sport of roller derby from a journalistic and creative perspective.
Broadcast/FCC Advocacy
[edit]Michelle has been actively involved with broadcast advocacy since 1997 including extensive involvement in the Low Power FM broadcast service. She is known in some circles as "the queen of LPFM".
Petitions for rulemaking
[edit]Over the years, Michelle has filed several petitions for rulemaking with the FCC in order to promote change in communications regulation.
RM-11749 (originally filed: April 20, 2015) - 250-watt LPFM broadcast stations. Intended to continue the discussion from the original 250-watt proposal the FCC made in 2012 that was tabled because of infighting by a group that the FCC misunderstood was not a part of the LPFM movement. Over very hard objection of the National Association of Broadcasters, this concept of "LP-250" did not go anywhere.
No RM (originally filed: August 20, 2016) - To mark the 100 year anniversary of radio, a recommendation that the Commission establish rules that would allow an AM station to be able to recover their old 3-letter heritage call sign. This petition never received an RM number. Despite the lack of this formal process that was proposed, in 2026, Walnut Media was successful in persuading the FCC to restore the legendary WOW call sign to what was then KXSP, AM 590 in Omaha, Nebraska
RM-11810 (originally filed: July 19, 2018) - Asking for a critical reinterpretation of the Local Community Radio Act as it was in REC's opinion, the FCC was misinterpreting the law. The petition called for more technical flexibility in the placement and power of LPFM stations (including up to 250 watts). It also called for other reforms to the service including directional antennas, reserved band stations protecting TV channel 6, FM translators and boosters, assignments of licenses, definition of a minor modification and construction periods.
While the FCC dismissed the 250-watt LPFM aspect of the petition to be "too complex" (REC would answer this with RM-11909), the FCC would eventually adopt other aspects of this petition in MB Dockets 19-3 and 19-193. These changes included:
- LPFM stations within 125 km of the Mexican border can use a directional antenna to operate more than 50 watts in directions away from the border.
- LPFM stations in the reserved band (88.1~91.9 MHz) can now utilize directional antennas in order to protect TV stations operating on channel 6. Additional flexibilities may also be available through a waiver.
- LPFM stations may own FM boosters up to their cap of two FM translators.
- The FCC removed the requirement that an LPFM station must be on the air for 3 years before the license can be assigned. Instead, the licensed can be assigned at any time unless the original construction permit grant was based on the point system where in those cases, additional restrictions will apply.
- Unbuilt construction permits can be assigned starting 18 months after the original the grant date of the permit.
- LPFM minor modifications have been extended from 5.6 km to 11.2 km or in cases where the 60 dBu contour of the current and proposed facilities overlap.
- The construction period for LPFM original permits and modifications were extended from 18 to 36 months.
RM-11843 (originally filed: May 24, 2019) - Amend Part 97 of the FCC Rules to permit Amateur Radio Service access to 40.51~40.70 MHz (8 meter band) in response to changes in the Amateur Radio Service in ITU Region 1. While the Wireless Telecommunications Bureau has taken no action on this petition, there have been an extensive number of experimental grants in the 40~41 MHz band outside of the auspices of the amateur radio service.
RM-11846 (originally filed: July 7, 2019) - The ability for new full-service NCE FM stations operating up to 250 watts with liberalized second and third-adjacent channel requirements in cases where the proposed station is in a more rural area that does not already have an educational station in that city of license. The rulemaking remains pending. A test application filed by Michelle for the 2021 NCE Filing Window was eventually dismissed, though it took a very long time for Staff to evaluate the waiver request in that application.
RM-11909 (originally filed: May 28, 2020) - "Simple 250" - In response to the FCC stating that the "flexible" 250-watt LPFM service proposed by REC in RM-11810 was "too complex for LPFM", we immediately came out with a "back to basics" proposal that goes back to simple distance separation while addressing concerns expressed by the FCC in respect to compliance with the LCRA. This rulemaking remains pending and is currently the active LP-250 initiative that is being pursued at the Commission.
RM-11952 (originally filed: August 29, 2022) - A collection of proposed changes intended to update the FM translator rules to reflect impacts by the LCRA as well as to change the rules regarding reserved band filing windows to better reflect the modern roles of translators. The petition was completely ignored by the FCC with the filing window for new reserved band translators in November, 2026. The FCC has recognized this proceeding as a place where community radio advocates can place their proposals for changes, especially as it relates to the cross-ownership of LPFM stations and FM translators.

Trivia about Michelle
[edit]- Michelle did have a near death experience in 1996 while under anesthesia at a dentist.
- A couple of years after radio ID jingle company JAM Creative Productions moved from their old offices at 4631 Insurance Ln to 5454 Parkdale Dr. in Dallas, Michelle had their old phone number. She was still recieving calls for JAM! Of course, she was directing the calls to their new phone number.
- After their move to Parkdale Dr., Michelle drove from California to Dallas, TX to visit not only JAM Creative Productions but also Thompson Creative and TM Century. Michelle was going there to be in on the session where jingles for REC were being sung. Almost two decades later, she still uses those jingles.
- Michelle was very involved in public transportation issues in the San Fernando Valley as well as with Valley Metro here in Phoenix, AZ and specifically with services operating in Tempe, AZ. The concept of Valley Metro Lines 65 & 66 on Mill Avenue was introduced by Michelle.
