The energy hierarchy is a concept in energy management and energy policy. Like the waste hierarchy, the energy hierarchy guides decisions by categorising interventions in the existing system. These categories are then ranked. The interventions at the top of the energy hierarchy (energy conservation, energy efficiency) are generally considered to be more cost effective, faster, and simpler for increasing energy security and reducing greenhouse gas emissions than interventions at the bottom (carbon capture and storage, construction of renewable energy plants). The energy hierarchy is a framework for prioritising funding for energy projects in the context of many different technologies and policies competing for scarce resources.
