The reference-reordering feature was added to AWB by Rjwilmsi in 2009 after a discussion between Headbomb, Magioladitis and JLogan. JLogan objected. There have been regular complaints about the feature ever since. Rjwilmsi said he would remove it if complainants could demonstrate consensus, which is why the RfC was opened.
