Hierarchical development of stubs
What works best for the reader?
Part of the issue is mass creation seems to benefit the editor, not the reader.
Thousands of one line stubs about little known footballers, olympiads, species do not make finding information easier for the reader.
Solution
Mass stub creation should mandate hierarchal creation.
Example: Foo fi, Foo fo, Foo pi should all first be redlinked at Foo or list of Foo species before starting mass-creation. Any with limited data should be listicled there.
Footballers could go under their nationality or team in same way. Actors/Actresses under nationality.
AfD process should change so database only or otherwise lightly sourced are redirects to list and only Hoaxes and unsourced are eligible for deletion.
This would reduce AfD tension as most work would not be deleted.

The Hunter Biden laptop controversy involves a laptop computer that belonged to Hunter Biden, son of Joe Biden.[2] The laptop was abandoned at a Delaware computer shop in 2016 and the data was subsequently shared with Republican operatives.[3] Forensic analysis of the data shows that only some of the data can be verified and in particular, data used by the NYPost in the initial reporting can not be verified. No evidence of wrongdoing by Joe Biden has been shown by the verified data.
The Hunter Biden laptop controversy involves a laptop computer that belonged to Hunter Biden, son of the then-US presidential candidate and former vice president Joe Biden. The owner of a Wilmington, Delaware, computer repair shop, John Paul Mac Isaac, said the laptop had been brought to his shop in April 2019 by a person identifying himself as Hunter Biden.[3] That person never came back to retrieve the computer.[3]
