The Legal Counsel is the Legal Advisor (Jurisconsult) of the European Council (Heads of State or Prime Ministers of the 27 Member States) and of the EU Council in its different configurations (Foreign Affairs Ministers, Economy and Finance Ministers, Justice and Home Affairs Ministers, and others).

He is the Director General of the Legal Service, which counts about 270 civil servants of different nationalities, of which about 130 lawyers. The Legal Service provides oral and written advice to the Council as well as to about 250 Committees preparing its work. It provides legal advice to the President of the European Council and to the Presidency of the Council. Its tasks are in particular to help drafting EU legislative acts (directives and regulations). The Legal Service is the barrister of the Council before the EU Court of Justice.


On top of these duties, Mr PIRIS has also been :

  • the Director General of the General Directorate of Justice and Home Affairs of the Council of the European Union (1st July - 31 December 2004);
  • the Legal Advisor of the intergovernmental Conferences which negotiated and adopted the Treaties of Maastricht (1991-1992), Amsterdam (1996-1997), Nice (2000-2001) and Lisbon (2007);
  • the Representative (barrister) of the EU Council in a number of cases before the EU Court of Justice, among which Opinions 1/91 and 1/92 (European Economic Agreement), 2/91 (International Labour Organization), 2/92 (Organization of Economic Cooperation and Development), 1/94 (General Agreement on Tariffs and Trade-World Trade Organization), 2/94 (European Human Rights Convention);
  • for the last 10 years, Chairman of Panels in charge of interviewing and selecting Directors General and Directors for the Council, and Chairman of the Committee composed of management and staff representatives in charge of the promotion of all staff at professional level.


Member of the Board of Trustees of the Academy of European Law - Trier (Germany), of the High Council and of the Research Council of the European University Institute of Florence (Italy)[1] and of the Advisory Board of the Centre for European Legal Studies, University of Cambridge (United Kingdom).


  • April 1985 - April 1988 : OECD (Paris), Legal Counsel of the OECD, Director of the Legal Service, which tasks are to provide oral and written advice to the OECD Council. Substance : financial and economic law.
  • 1983-1985 : Conseil d'Etat (as a Judge); Substance : public law. At the same time, part-time Legal Counsellor to the Directorate-General of Civil Aviation and alternate French Representative to the Council of ICAO (Montreal). Substance : international law.
  • 1984-1985 : Member of the Arbitration Tribunal to which was submitted a dispute between the international organisation Eurocontrol and the Kingdom of Belgium
  • 1979-1983 : Diplomat, Legal Counsellor of the French Permanent Mission to the United Nations Organization (New York). Deputy French Representative to the Security Council. French Representative to the Legal Committee of the General Assembly (34th, 35th, 36th and 37th sessions) to the Diplomatic Conference on Succession of States in respect of State Property, Archives and Debts (Vienna, 1983). Substance : international law.
  • 1976-1978 : Deputy Secretary-General of the Conseil d'Etat. Substance : management of staff and budget. At the same time, Secretary General of the National High Council for Youth, Sports and Leisure.
  • 1972-1976 : Conseil d'Etat (as a Judge); Substance : public law. At the same time, Rapporteur of the National Committee for the Control of the Electoral Campaign for the Election of the President of the Republic (1974); Rapporteur of the Committee Studying Adjustments to the Social Security System (1975).
