Outposts was created in the Cape of Good hope because ships and crew experienced scurvy, head winds and damage to ships caused by storms. The outposts used for farming, fishing, trading and defending the frontier from European penetration.

Governor Simon van der Stel first camped on the banks of the Kuils River in 1679 at the start of his pioneer exploration into the countryside east of Cape Town. This became a staging post en route to Stellenbosch and was marked by a milestone that recorded that it was 15 miles from Cape Town. The oldest "post" was established on Robben Island (1654), followed by Dassen Island, Saldanha Bay in 1666, Hottentots Holland in 1672, Rietvlei in 1676, De Kuilen (Kuilsrivier) in 1683 and Klapmuts. Olaf Bergh was one of the wealthiest men at the Cape during his day and quite a considerable landowner. In 1701 he bought De Kuilen (Kuils River) and the adjacent farm Saxenberg. After retirement from the service of the Company, he bought the historical farm Constantia, from the estate of Simon van der Stel and it was here that he died in his eightieth year in 1724. Kuilsrivier is 'n nedersetting wat deel vorm van die noordelike voorstede van Kaapstad in die Oostenberg gebied tussen Bellville en Somerset-Wes. Kuilsrivier het onstaan nadat 'n veepos oppad na Stellenbosch in die laat 17de eeu deur kommandeur Simon van der Stel opgerig is naby die groot kuile (Nederlands: Cuylen) waar die Kuils- en Bottelaryriviere ontmoet. Dit is deur mylpaal 15 aangedui.[1]

Kuilsrivier, Western Cape/South Africa De Cuylen Lying on a river of the same name, the present name is derived from the previous Dutch one meaning ‘The Pools’, a reference to the fact that in the dry season the river is reduced to pools.

Kuilsrivier originated from a cattle-post which was erected by Commander Simon van der Stel in 1680 near the high ‘cuylen’ (pools) where the Kuils and Bottelary rivers meet. ‘De Kuilen’ was sold to Captain Olof Bergh, the Commander of the Cape garrison in 1700. It continued to serve as a halfway stop for tired travellers and their animals. A local Council was established in 1926 and during 1950 an independent municipality emerged, namely Kuilsrivier Municipality. Today, the former Kuilsrivier municipal offices serve as Oostenberg Administration’s administrative offices and the personnel still strive to render personal and professional services within the area.
