Some stuff on Wikipedia is just plain obsolete, there are old, out of date templates, redundant features, and policies that are never followed despite still existing.
What should be done with all of that? Simple, delete it all. Old templates? Delete them. Redundant features? Remove them. Old, out-of-date policies that nobody bothers following? Mark them as historical.
Delete the junk, it'll help prevent Wikilawyering and will make Wikipedia in general more efficient.
