The Mediation Committee is a group of Wikipedians who are dedicated to help solving disputes between users peacefully and without binding solutions (that's what the Arbitration Committee does). When people come to us, they are asking for a neutral third party to help them figure out what to do. Not to take sides or give opinions (as we remain neutral), but rather to help foster discussion, propose ideas, and help generate a consensus for anyone involved. Since we don't make binding decisions, no one can be forced into Mediation, and we also typically don't deal with user issues, it's primarily disagreements on content in articles. We were founded in 2004 by Jimbo at the same time the ArbCom was, so we are an official Wikipedia committee. I hope this answers your questions a bit, don't hesitate to ask again if you need any more information, or help with anything else.
