JOB DESCRIPTION Under the directions, he plans, organizes and executes professional-level accounting work in connection with the maintenance of financial records consistent with audit requirements; Participates in the development, modification and maintenance of the budgets; assists in the preparation of related budgetary records and reports; performs complex analytical studies, reconciliation, and produce special reports. Ensures accounting system compliance with generally accepted accounting principles for auditing purposes; either directly or indirectly involves in the financial aspects of accounting, budget, payroll, purchasing, prepares for and assists with annual audits; resolves budget and accounting discrepancies.

DUTIES AND RESPONSIBILITIES: He is performing duties and responsibilities including: • Establish, maintain, and coordinate the implementation of accounting and accounting control procedures. • Assist in the development and implementation of the accounting system to ensure compliance with generally accepted accounting principles and auditing procedures. • Prepare and review budget, revenue, expense, payroll entries, invoices, and other accounting documents. • Analyze revenue and expenditure trends and recommend appropriate budget levels, and ensure expenditure control. • Analyze and interprets investment activity; allocates interest, dividends, gains, losses, fees, unrealized gains and losses, and beneficiary payments; prepares financial statements. • Monitors categorical reports for accuracy and appropriateness of expenditures to facilitate auditing procedures. • Assist with the preparation of annual budget programs to assure expenditures are balanced to revenues. • Prepare fiscal year-end closing entries to facilitate a clean audit. • Interpret regulations and accounting policies and procedures from local, State, and Federal agencies and assists departments in meeting requirements. • Prepare financial status reports and studies as needed; • Provide supervisors with historical information, accurate fiscal projections, and reports as requested. • Post financial transactions including transfers, deposits, and journals; determines and posts closing entries at fiscal year end; prepares financial records for annual auditing and reporting purposes. • Monitor and maintain appropriate bank balances in accounts; reconciles general ledger accounts. • Reconcile bank statements and researches and resolves discrepancies. • Audit related work of other personnel.
