Is that account over there yours? If it is, you have email enabled and you can send a mail by going to the page of the admin who blocked you and send them a mail by using the email feature in the column at the left (third link up from the bottom). If it isn't your account, I'd advise going to WP:CHU and changing your name here properly. You are using a redirected page as your user talk page which isn't the right way of doing.
