Request reason:

Not a word of justification has been supplied as to why my IP range has been blocked, which I consider to be disrespectful. I've no idea why I would receive a personal block as I have only ever made edits with the aim of improving Wikipedia - my last five edits, for instance, were proofreading and a date correction - and have not vandalised any information pages or harassed any fellow editors.

I expect to either have my recent account request swiftly processed or to receive a clear explanation as to why my editing should be excluded from Wikipedia.

Thank you for your time. 51.7.32.246 (talk) 00:37, 24 September 2016 (UTC)Reply

If you want to make any further unblock requests, please read the guide to appealing blocks first, then use the {{unblock}} template again. If you make too many unconvincing or disruptive unblock requests, you may be prevented from editing this page until your block has expired. Do not remove this unblock review while you are blocked.

This network has been used improperly by someone on your network. It has therefore been blocked as a precaution to prevent abuse and damage to Wikipedia.
Wikipedia tries to be open, but we sometimes must block IP addresses to prevent editing by abusers, vandals, or block evaders. Anonymous editing and account creation may be currently blocked for this IP or range. Registered users, however, are still able to edit. These blocks can affect users who have done nothing wrong. If you are a legitimate user, follow the instructions below to edit despite the block. Users who are the intended target of a range block may still appeal the block.

If you do not have an account (IP editor): If you do not currently have an account and wish to bypass this block, an account can be created to allow you to edit. Please follow the instructions at Wikipedia:Request an account to request an account under your preferred username.

If you have an account (registered user): Please login to edit.

Administrators: CheckUsers have access to confidential system logs not accessible by the public or administrators due to the Wikimedia Foundation's privacy policy. You must not loosen or remove this block, or issue an IP block exemption, without consulting a CheckUser. Administrators who undo CheckUser blocks without permission from a CheckUser or the Arbitration Committee may be summarily desysopped.

Request reason:

Hey, Phil. Thanks for getting back to me with a reason and something constructive; I appreciate it. :) However, I tried on Friday GMT to create an account through the same website to which you've linked me - accounts.wmflabs.org - and was refused because I was blocked from editing Wikipedia. My account request ID number was #181600. The refusal email included 'Unfortunately we are unable to process your request because you have been blocked from editing the English Wikipedia.' and was sent under the name of 'Amortias, English Wikipedia Account Creation Team' from accounts-enwiki-l@lists.wikimedia.org. Am I now 'off the blacklist' so that I am now allowed to request to create an account?

Decline reason:

According to the checkuser review of your account request at WP:ACC, you are indeed the target of the block and therefore an account will not be created for you. Given your comments here, as well as your demands and preaching of the immorality of the block at WP:ACC, any further requests will need to be made via WP:UTRS.
