Help with Edit Privileges Glitch

My IP address is 74.96.192.195, and I am a mobile editor on Safari on an iPad.

However, today, when I tried to edit wikipedia, I got an alert saying that I had been blocked from editing, and when I followed the link for details on the block, I was linked to https://en.m.wikipedia.org/w/index.php?title=Special:BlockList&wpTarget=%2311738263 , which is a block against the user 172.58.128.0/17 . When I click edit on a protected page, and then click view source, I get a template saying "Editing from 172.58.128.0/17 has been blocked (disabled) by ‪Cullen328‬ for the following reason(s):".

If I check Wikipedia's IP Address checker (https://en.m.wikipedia.org/wiki/Wikipedia:Get_my_IP_address?withJS=MediaWiki:Get-my-ip.js), it agrees that my IP address is 74.96.192.195. When I use four tildes to make a signature, it writes the IP address 74.96.192.195. When I edit this my talk page, I am permitted to because it's mine, and the edit history says 74.96.192.195. If I try to edit another Wikimedia project from the same browser, such as Wiktionary, I am allowed to without being blocked and the edit history agrees that my IP address is 74.96.192.195 (https://en.m.wiktionary.org/wiki/Special:MobileDiff/64299725). If I try to edit the Wikipedia sandbox (https://en.m.wikipedia.org/w/index.php?title=Wikipedia:Sandbox&action=edit) from a different browser (Chrome) on the same device, I am allowed to edit without being blocked and the edit history agrees that my IP address is 74.96.192.195. If I switch to the desktop version of the site on Safari on the same device, it allows me to edit and says my IP address is 74.96.192.195.

172.58.128.0/17 is not me. Nothing else on Wikipedia is mixing me up with them except for whatever it is that gives users permission to edit pages. Is there any reason why the mobile version of the site on Safari on this iPad is blocking me from editing by mixing me up with that person? Is there anything I can do to fix it? Should I report it as a glitch, and if so where? If contacting an administrator the way I have was not the correct thing to do here, please let me know if I should have done something else.
