To put it simply, a photo collage consisting of various members of an ethnic group, like the Hmong, are discouraged on the infobox (and on the rest of the article). Wikipedia has a manual of style (or MOS), a collection of standards and guidelines for how to write and format articles in here. This includes style guidelines that concern images in articles.
In the part of the MOS concerning images, we have the following sentence: Articles about ethnic groups or similarly large human populations should not be illustrated by a photomontage or gallery of images of group members; see this and this thread for the most recent consensus discussion on the topic.
