It is intended for basic information about yourself, your interests and goals as they relate to editing Wikipedia, as well as disclosures of conflicts of interest and paid editing. First, gain substantial experience editing existing articles before trying to create a new one. Creating an appropriate new article is pretty hard to do, and it's extremely unlikely that someone totally inexperienced would succeed at it. There is also the your first article guidance, and a tutorial program, but even with those, it is still almost certainly necessary to gain experience as an editor before trying completely new articles.
