Well it just means that the article's format needs to be cleaned up, which is a common thing for articles by new users. It's really no big deal. See the formatting guides I linked to in the tag, or perhaps better yet Category:United States federal legislation where you can see what articles on legislation look like when they're more polished. But the tag doesn't mean you have to do anything... it would be nice but it's not required at all. Someone else will eventually.
