The "you-know-who" Mr. Fink and I were discussing on my page was a blogger who continually disregarded the above (as well as our policy on assuming good faith from one another, to the point where every other post was implications that violated our policy on personal attacks). I've been avoiding his name to discourage him from jumping in on conversations. That is normally a bad idea (except in the case of trolls), but he's not here to build the encyclopedia and I could easily see him Googling himself to look for places to defend his reputation.
