Hi, B&LTVC. Please be patient and that Miscellany for Deletion template on your userpage will go away in a week or so if not before. The guideline for userpages is at WP:USERPAGE. To see the userpage of other folks, just click on their name in a signature (or right-click and open in a new tab).
Most of us user our Sandbox for drafting articles or experimenting with templates like Infoboxes. You can create yours by clicking HERE. You can even use your sandbox as a table of contents for things you're researching or working on like I do at User:Doctree/sandbox. To make it easy to get to your sandbox, you can go onto Preferences at the top of the page when you're logged in, then the Gadgets tab and scroll down below Appearance and choose "Add a 'Sandbox' link to the personal toolbar area." Then scroll all the way down to the bottom and click the SAVE button.
