You made mistake, Lithuania is a parliamentary republic. you wrote that you read the source but in this http://www.lrkt.lt/dokumentai/1998/n8a0110a.htm it is clearly stated: Under the competence of state institutions as established by the Constitution of the Republic of Lithuania, the governance model of the State of Lithuania is to be attributed to the parliamentary republic governance form Aight 2009 (talk) 21:46, 25 July 2014 (UTC)

Even though Portugal which has the weakest semi-presidential system isn't comparable to the Lithuania. President of Lithuania co-create foreign affairs only. President of Portugal can lead the government and dissolve the parliament with almost no countermeasures. You could make semi-presidential every state with diretly elected president if you think only about "soft" privileges.
