My reading of this notice is that it has bot in its name but doesn't have an active Wikipedia:Bots/Requests for approval and doesn't have the bot flag, maybe? You probably should read Wikipedia:Bot policy if you haven't already. I'm not sure the English Wikipedia is the best place to be testing a new bot before it is granted approval.
