Well I didn't mark him with the notable tag, and I have no strong view even after reading the article. However the Artemis Award is something to be careful of - again possibly notable but notability is not inherited (also their front page says "Every year we honoring Important people. Be there !!!" which is a little amateurish to say the least). However I am inclined to his being notable, and there is nothing to stop you (or anyone without a conflict of interest) removing the tag.
