Checkuser won't necessarily prove a connection or lack thereof – people can change IPs in the space of two years. However, we do have the duck test – in this case, a new account that has turned up to mess with the same project, and the same editors, without making any useful contributions; you damned yourself by making these two edits within your first four contributions. Whether you're the original Claxson/France a or someone doing a good impression of him matters little at this juncture; you are someone who is here to be disruptive, and you are staring an indefinite block in the face.

Yes the IPs belong to the person who first suspected the sockpuppetry and who informed you and me about it. You can see them doing those three things here: Special:Contributions/62.169.159.216. Their IP address keeps changing because it's a dynamically assigned DSL address - if you do a whois on all three adresses, you'll see they belong to the same ISP.
