Hull time ball
editHi Commander768. Following my comment at the help desk today, I have checked and you ought to have added the information to the article Guildhall, Kingston upon Hull, which is for that specific time ball. You tried to add it to the article time ball, which covers the global use of time balls and only mentions the Hull one briefly. Now, if you check Guildhall, Kingston upon Hull, you'll see that someone else has already correctly added the information, with one of the sources being the same as the one you were going to use! This doesn't surprise me, as you would be amazed how quickly new information is added by experienced editors.
Please don't be put off by this experience. Editing Wikipedia involves quite a steep learning curve. I'll add a separate section below with some of the pages you should consult to learn how to do things correctly. Incidentally, you mentioned you wanted to add a .jpg to the article. For copyright reasons you are only allowed to upload (to Wikimedia Commons) pictures which you personally took with your own camera: you can't upload photos you found e.g. on the Internet, since they don't belong to you.
